If Helsinki is not your final destination, you may be able to replace HEL with another European location for a similar price (or self-connect as you please).
Finnair is only technically a transfer partner of Capital One. However, if you have transferable currencies like AMEX, Chase, Bilt, or Wells Fargo you can transfer your points to British Airways and then use the combine Avios tool to move them to Finnair. If you want to use Citi points you will need to transfer to Qatar first, link your Qatar account to your British Airways account, and then link your British Airways account to Finnair.
